Participant Funding for the Consideration of Amendment to Saskatchewan Research Council's Non-Power Reactor Operating Licence for its SLOWPOKE-2 Reactor and Associated Facilities

Participant funding for the hearing to consider Saskatchewan Research Council’s request to amend its non-power reactor operating licence for its SLOWPOKE-2 reactor and associated facilities will be open from June 26, 2019 to July 12, 2019.

The Saskatchewan Research Council (SRC) has applied for an amendment to its non-power reactor operating licence for its SLOWPOKE-2 reactor and associated facilities. The Canadian Nuclear Safety Commission (CNSC) is offering participant funding to assist Indigenous peoples, members of the public, and stakeholders in the review of the licence amendment application and in participating in the Commission hearing process to consider this application.

The CNSC will hold a public hearing on September 26, 2019, to consider SRC’s application to amend its operating licence. The current licence authorizes SRC to operate the SLOWPOKE-2 facility and to transition the reactor into a safe state, and the proposed licence amendment would authorize SRC to decommission the facility. SRC’s SLOWPOKE-2 facility is located in Saskatoon, Saskatchewan.

Up to $15,000 in participant funding will be disbursed among all eligible applicants for the provision of new, distinctive and valuable information through informed and topic-specific interventions to the Commission. Funding will be awarded for the review of documentation, including CNSC staff’s documents and SRC’s Commission member documents, and for participation in the public Commission hearing. The Commission is looking at conducting the hearing via electronic means. Participants will be informed at a later date if the hearing proceeds electronically and how they can participate.

The deadline for submitting a participant funding application is July 12, 2019.

A funding review committee that is independent of the CNSC will consider all applications for funding and make recommendations on the allocation of funds.

The CNSC regulates the use of nuclear energy and materials to protect health, safety, security and the environment; to implement Canada’s international commitments on the peaceful use of nuclear energy; and to disseminate objective scientific, technical and regulatory information to the public.
