Participant funding for Ontario Power Generation's application to change the licensing basis for the Pickering Waste Management Facility

The Canadian Nuclear Safety Commission (CNSC) will conduct a hearing based on written submissions in spring 2024. The hearing is to consider an application from Ontario Power Generation Inc. (OPG) to change its licensing basis for the Pickering Waste Management Facility (PWMF). The proposed change would authorize OPG to process and store, at the PWMF, up to 100 dry storage containers containing used CANDU fuel (high-level radioactive waste) that has been cooled in wet storage at the Pickering Nuclear Generating Station for at least 6 years. Processing and storage of dry storage containers containing used fuel cooled for less than 10 years is outside of the current licensing basis for the PWMF and requires Commission authorization.

The PWMF is located on the Pickering Nuclear Generating Station site in Pickering, Ontario, on Lake Ontario’s north shore. It is located on the traditional territory of the Wendat, Anishinabek Nation, and the territory covered by the 1923 Williams Treaty Clause #2 area with the Michi Saagiig and Chippewa Nations, which include Curve Lake, Hiawatha, Alderville, Scugog Island, Rama, Beausoleil, and Georgina Island First Nations.

The CNSC is offering participant funding to assist Indigenous Nations and communities, members of the public and stakeholders in reviewing OPG’s application and associated documents, and in participating in the Commission hearing process by providing topic-specific written interventions to the Commission for this hearing in writing.

Up to $50,000 in participant funding will be disbursed among all eligible applicants for the provision of new, distinctive and valuable information through informed and topic-specific interventions to the Commission. Funding will be awarded for the review of documentation, including CNSC staff’s documents and OPG’s Commission member documents, and for the submission of a written intervention to the Commission.

A Funding Review Committee, independent of the CNSC, will consider all applications for funding and make recommendations on the allocation of funds.
