Participant funding notice

The Canadian Nuclear Safety Commission (CNSC) will hold a public hearing on October 23–24, 2024, to consider an application from Canadian Nuclear Laboratories Ltd. (CNL) to renew the nuclear research and test establishment decommissioning licence for the Whiteshell Laboratories site for a period of 3 years. In its licence renewal application, CNL is not requesting the authorization of any new licensed activities. The Whiteshell Laboratories site is located in the municipality of Pinawa, Manitoba and in the homeland of the Red River Métis, Treaty 1 and Treaty 3 territories and the traditional territory of the Anishinaabe and Ojibway Peoples.

The CNSC is offering participant funding to assist Indigenous Nations and communities, members of the public, and interested parties in reviewing CNL’s application and associated documents, and in participating in the Commission hearing process by providing topic-specific interventions to the Commission. With respect to the decommissioning of WR-1, the decommissioning approach authorized under the current licence is a complete dismantlement and removal of the facility. In its licence renewal application, CNL indicated that it intends to submit a separate licence amendment application related to the potential in-situ decommissioning of Whiteshell Reactor #1 (WR-1), when appropriate. As such, consideration of the in-situ decommissioning of WR-1 is out of the scope of this licence renewal hearing.

Up to $75,000 in participant funding will be disbursed among all eligible applicants for the provision of new, distinctive and valuable information through informed and topic-specific interventions to the Commission. Funding will be awarded for the review of documentation, including CNSC staff’s documents and CNL’s Commission member documents, and for participation in the public Commission hearing.

Deadline for submitting a participant funding application: April 19, 2024

A funding review committee, independent of the CNSC, will consider all applications for funding and make recommendations on the allocation of funds.
