REGDOC 2.1.2 – Safety Culture – Information for DNSR licensees

Abstract

The Canadian Nuclear Safety Commission (CNSC) recently published REGDOC 2.1.2, Safety Culture, which outlines the CNSC’s expectations on safety and security culture. This presentation will address how safety culture is beyond compliance, how a different regulatory approach could be taken to address safety culture. The regulatory document addresses the entire suite of CNSC licensees, but not all in the same way. The Directorate of Nuclear Substance Regulation (DNSR) pool of licensees can benefit from all of the information in the REGDOC, but specifically from the table of indicators described through a maturity model, found in the appendix. The presentation will then describe how DNSR licensees can use the maturity model to not only help gauge present understanding of where areas of the licensee business may be culturally, but can also help define a vision of the various indicators to help set realistic goals and move their organization toward continual improvement.
