The Canadian Nuclear Safety Commission (CNSC) has the authority from Treasury Board to issue transfer payments. The CNSC’s Transfer Payment Program supports the Government of Canada’s strategic outcome of safe and secure nuclear installations and processes used solely for peaceful purposes and public confidence in the nuclear regulatory regime's effectiveness.
Currently, the CNSC administers two transfer payment programs: the Class Grants and Contributions Program and the Canadian Safeguards Support Program (CSSP). The Class Grants and Contributions Program was initiated in 1984 to enable research, development and management of activities, and is administered as part of the Research and Support Program. The CSSP was initiated in 1977 to contribute to Canada’s international commitments on the peaceful use of nuclear energy.

Research and Support Program
The CNSC’s Class Grants & Contributions Program is administered as part of the Research and Support Program. The Research and Support Program provides access to independent expert advice, experience and information through contracts, grants or contributions placed in the private sector and with other agencies and organizations in Canada and internationally.
All projects funded through the Grants and Contributions Program are for the purpose of generating knowledge and information to support CNSC staff in its regulatory mission. Currently, CNSC is responsible for identifying the projects and recipients and submitting the funding application for consideration and approval under the Research and Support Program.

Canadian Safeguards Support Program
The Canadian Safeguards Support Program’s (CSSP) mission is to contribute to the fulfillment by the CNSC of Canada’s international commitments on the peaceful use of nuclear energy and to enhance the effectiveness and efficiency of the International Atomic Energy Agency (IAEA) safeguards regime. For Canadians, the IAEA provides assurance that both domestic facilities and facilities around the world are not used to further nuclear weapons or other nuclear explosive devices or purposes unknown.
