Subject: Invitation to comment on draft omnibus amendments to regulatory documents addressing lessons learned from the Fukushima Daiichi event

The Canadian Nuclear Safety Commission (CNSC) has released for public consultation the draft omnibus amendments for the following documents, as identified by the Fukushima Task Force Report (PDF) and Action Plan (PDF): 

• S-294, Probabilistic Safety Assessment (PSA) for Nuclear Power Plants
• S-296 and G-296, Developing Environmental Protection Policies, Programs and Procedures at Class I Nuclear Facilities and Uranium Mines and Mills
• G-306, Severe Accident Management Programs for Nuclear Reactors
• RD-308, Deterministic Safety Analysis for Small Reactor Facilities
• RD-310, Safety Analysis for Nuclear Power Plants

The proposed changes to these documents are presented in the form of tables, to facilitate the consultation process. These tables include the objectives and rationales related to the report findings, and the proposed amendments are provided in bold red font.

Following the consultation process, these amendments will be re-issued under the latest CNSC document identification, format and nomenclature conventions, and then submitted to the Commission Tribunal for approval to publish.

To submit comments, please do so by the date noted below. Comments submitted, including names and affiliations, are intended to be made public. You will not receive a formal reply to your comments; however, they may be reflected in a report to be issued at a later date.
