In December, 2009, the Commission Tribunal approved the CNSC’s new definition of Licensing Basis.
The Licensing Basis definition sets the boundary conditions of the licensing envelope and establishes a basis for a regulatory compliance program, for a given CNSC-licensed facility or activity. This includes all mandatory, legally enforceable elements of a licence, including all applicable sections of the Act, its Regulations, and regulatory documents, as well as other mandatory elements such as licence conditions, orders, etc.
The new definition was developed to ensure consistent use of the term across the CNSC. It will not require changes to current licences nor does it significantly change the documentary requirement to demonstrate licensee qualifications.
