Presentation by CNSC President to the Board of Directors of Candu Energy Inc.(PDF)
On Friday, November 9, 2012 the CNSC President, Michael Binder met with the Board of Directors of Candu Energy Inc. and other members of senior management in Mississauga, Ontario. He made a presentation that included a CNSC overview, a Fukushima update, and information of international interest. An update was also provided about on-going domestic nuclear activities at the CNSC. Following the presentation, President was taken on a tour of some of the facilities on-site.

Presentation by CNSC President Michael Binder at the IAEA Senior Regulators Meeting (PDF)
On Thursday, September 20, 2012, President Binder delivered a presentation at the Senior Regulators Meeting at the General Conference of the International Atomic Energy Agency in Vienna, Austria.
President Binder's presentation was entitled “Remediation Challenges and Stakeholder Engagement: A Canadian Perspective”. He provided a brief overview of the CNSC, discussed remediation in the Canadian context, emphasized the importance of constant engagement with the public and stakeholders, and highlighted Canadian lessons learned from the Fukushima-Daiichi incident.

Presentation by CNSC President Michael Binder to the OPG Board of Directors (PDF)
On August 21, 2012, CNSC President Michael Binder met with the Board of Directors of Ontario Power Generation (OPG) at its regular annual meeting. During the meeting, he provided an update on the CNSC's current activities, particularly as they relate to OPG's operations, including the Action Plan in response to the events at Fukushima Daiichi in Japan and upcoming actions at the Pickering and Darlington facilities. President Binder spoke about Budget 2012 and implications of Responsible Resource Development for the CNSC and its licensees.

The Canadian Nuclear Society’s (CNS) Annual Conference, held in Saskatoon from June 10-13, 2012, is a key nuclear industry forum for promoting the exchange of information related to nuclear science, technology, and applications. The CNS annual conference brings together about 350 scientists, engineers, technologists, senior management, government officials, and students.
CNSC President Michael Binder delivered the keynote address on Tuesday, June 12, which discussed the lessons learned from the Fukushima incident, the Government of Canada's Responsible Resource Development initiative, and provided an overview of the entire nuclear sector from the perspective of the regulator.

On May 15, 2012, the President of the CNSC, Mr. Michael Binder was called as a witness before the House Standing Committee on Natural Resources (RNNR), where he was asked to present information and to respond to questions related to the study topic: Resource Development in Canada's North.

CNSC President Michael Binder hosted the International Nuclear Regulators Associations (INRA) meeting in Ottawa, Canada on April 16-18, 2012.
INRA is an association that comprises the most senior officials of the nuclear regulatory authorities. The main purpose of the association is to influence and enhance nuclear safety, from the regulatory perspective, among its members and worldwide.
Topics that were at the forefront for this year’s reunion included: progress on national and international initiatives as a results of the Fukushima events, strengthening of the international nuclear safety framework and improvements in international coordination in case of nuclear accidents.
Representatives from member countries Canada, France, Germany, Japan, Republic of Korea, Spain, Sweden, the United Kingdom, and the United States attended the meeting.

CNSC President Michael Binder delivered a presentation at the CNA’s Annual Conference and Trade Show on February 23, 2012. The theme of this year’s conference was “Leadership Through Innovation” and the conference focused on both: innovative methods of communicating risk and nuclear safety, and on the exciting technological innovations on the nuclear horizon. In his presentation, President Binder revisits the top 10 marking moments of 2011 and elaborates on what he believes 2012 will hold for the CNSC.

Terry Jamieson, CNSC Vice-President of the Technical Support Branch, delivered a presentation at the 2nd International Technical Meeting on Small Reactors, held in Ottawa on November 7, 2012. Mr. Jamieson spoke of small reactors from the Canadian regulatory perspective, offering a broad overview of the CNSC and Canada’s involvement with small reactors. He also explored the CNSC’s regulatory framework with regard to small reactors, highlighting how the CNSC can help vendors avoid delays in the licensing process.

This conference is the premier global conference for addressing the needs of the nuclear industry, power engineering and plant operations. Mr. Jamieson took part in the plenary session entitled "Global Nuclear Movement – Our Roles and Responsibilities," and his presentation was from the Canadian perspective.

Terry Jamieson, Vice-President of the Technical Support Branch, delivered a presentation at the 2012 American Society of Mechanical Engineers (ASME) Pressure Vessels & Piping Conference on July 15-19 in Toronto. Mr. Jamieson’s presentation focused on international activities pertaining to Pressure Vessels and Piping, such as the development and harmonization of the codes and standards for pressure retaining components, the seismic qualification of Structures, Systems and Components (SSCs), fracture mechanics, periodic in service inspections, aging management and material degradation. This presentation also highlighted how the recent lessons learned from the Fukushima accident have been integrated within these activities.

On Tuesday, June 19, 2012, Mr. Gordon White delivered a presentation to the IAEA International Experts Meeting held in Vienna, Austria about the CNSC’s experience in responding to the Fukushima Daiichi nuclear accident, and the steps the CNSC took to communicate with the Canadian public.
Bringing together international experts in the field of communications, this meeting will look at ways the to increase transparency and effectiveness in communications during a nuclear or radiological emergency, in light of the Fukushima Daiichi nuclear accident, and identify lessons learned and best practices for improving public communications.

On Monday, June 4, 2012, Mr. Terry Jamieson, Vice-President of the Technical Support Branch, appeared before the Special Senate Committee on Anti-Terrorism to discuss proposed provisions of Bill S-9, the Nuclear Terrorism Act. Mr. Jamieson spoke about the CNSC's role in ensuring the safety of nuclear facilities and nuclear materials in Canada, as well as how the CNSC contributes to Canada's commitments to the non-proliferation of nuclear substances.

On Tuesday May 29, 2012, Mr. Gordon White, Vice-President and Chief Communications Officer, appeared before the Senate Standing Committee on Energy, the Environment and Natural Resources. The Committee is conducting a pre-study of Part 3 of Bill C-38, the Jobs, Growth and Long-term Prosperity Act, of which Part 3 deals with responsible resource development. The CNSC appeared to provide information to the committee about how the proposed measures of the bill will affect the CNSC's regulation of the nuclear industry in Canada.

Mr. Jammal provided an overview of the CNSC and elaborated on emergency preparedness, Canadian uranium projects, decommissioning, waste management procedures, research and development and the importance of strengthening nuclear safety from a regulatory perspective, post Fukushima.

Recent Experience in Environmental Assessments of Reactors in Canada (PDF)
On October 10, 2012, Andrew McAllister, Environmental Assessment Specialist, made two presentations in support of the IAEA’s Consultants’ Meeting to develop guidance for the environmental assessment of small and medium reactors. The first presentation “Environmental Assessment of Small and Medium Reactors in Canada” provided an overview of the CNSC and focused on the environmental assessment framework in Canada along with the CNSC’s approach to the environmental assessment of small and medium reactors.
The second presentation “Recent Experience in Environmental Assessments of Reactors in Canada” focused on recent environmental assessment experience around large nuclear power plants as well as smaller reactor facilities including key features/observations from these environmental assessments. The presentation also provided a Canadian perspective on considerations for environmental assessment guidance for reactor projects.

The CNSC participated in the International Conference on Water Chemistry of Nuclear Reactor Systems, from September 24 to 27, 2012 in Paris, France. This conference is a major event for the nuclear chemistry and radiochemistry international community and was hosted by the French Nuclear Energy Society (SFEN) in co-operation with the International Atomic Energy Agency (IAEA.) The CNSC presentation covered the regulatory oversight of chemistry programs at Canadian new nuclear power plants (NPPs).

Robert Lojk of the Canadian Nuclear Safety Commission’s Directorate of Power Reactor Regulation made a presentation to the 2012 INPRO Dialogue Forum that took place from August 27–31 in Seoul, Korea. The forum focused on the long-range sustainability of nuclear energy in light of the lessons learned from Fukushima. Mr Lojk ’s presentation gave an overview of the Canadian Nuclear Safety Commission (CNSC) and its regulatory framework, and discussed the CNSC’s actions in response to the Fukushima events.

At the annual meeting of the Institute of Nuclear Materials Management, held July 16-19 in Orlando, Florida, Karen Owen-Whitred, Director of the International Safeguards Division, delivered a presentation describing the role of the CNSC as Canada's national safeguards authority. The presentation focused on the importance of cooperation between the national authority and the IAEA within the context of the new "State-level approach" to safeguards.

The CNSC participated in the Fourth International Meeting on Next Generation Safeguards, from July 3 to 5, 2012, in Hanoi, Vietnam. This meeting was coordinated by the United States Department of Energy's National Nuclear Security Administration (DOE/NNSA) and hosted by the Vietnam Agency for Radiation and Nuclear Security. This meeting focused on promoting a common understanding among international stakeholders on establishing and maintaining an effective State system of accounting for and control of nuclear material (SSAC), a key requirement for the successful implementation of safeguards. The presentation by CNSC staff covered four key areas for an effective SSAC: establishing the regulatory authority that will allow for full compliance with a State’s international obligations, staffing the regulatory authority, developing documentation to facilitate safeguards implementation, and co-operating with the IAEA and enhancing areas for mutual co-operation.

At the public Commission hearing held on June 5, 2012, in Mistissini, Quebec and on June 7, 2012, in Chibougamau, Quebec, CNSC staff made a presentation to provide details on CNSC staff’s review of Strateco’s application for a licence to prepare a site and construct for an underground uranium exploration project. They also provided information on the outcome of the environmental assessment for this project. These hearings were public and will be Webcast.

Presentation by Jonathan Schmidt at the Canadian Radiation Protection Annual Conference (PDF)
On May 29, 2012, Jonathan Schmidt, Regional Site Inspector Coordinator for the Mississauga Office presented at the Canadian Radiation Protection Annual Conference in Halifax, Nova Scotia. The presentation provided an overview of the findings resulting from over 1500 yearly inspections by the Directorate of Nuclear Substance Regulation and included a focus on the Nuclear Medicine Industry.

The fifth World Forum on Energy Regulation was held from May 13-16, 2012 in Quebec City. The theme of the conference was “Striking a Balance in the Midst of Change” and was attended by regulatory experts, decision-makers and key players in the energy sector. Jason Cameron gave a talk regarding the Canadian nuclear industry in a post-Fukushima environment and provided a brief overview of the domestic factors contributing to the Canadian nuclear sector.

Sunni Locatelli, Director General of the Strategic Communications Directorate, has delivered a presentation at the OECD/NEA Workshop on Crisis Communication in Madrid, Spain. The presentation provided an overview of the challenges faced by the Canadian regulator after the Fukushima crisis, and discussed various strategies and factors for achieving success in reaching out to traditional and social media, disseminating prompt and reliable information, as well as rebuilding public confidence in nuclear safety.

At the public Commission meeting on May 3, CNSC staff gave a presentation about the action plan and lessons learned in response to the Fukushima nuclear accident. They also provided updates on the outcome of two public consultations, site-specific compliance measures being initiated, and their response to the report of the External Advisory Committee.

As part of an International Joint Commission (IJC) Commissioners briefing on regulating the nuclear industry around the Great Lakes held in Washington D.C. on April 24, 2012, Dr. Patsy Thompson presented an overview of the CNSC regulatory process, focussing on measures and activities to protect the environment. The IJC is a cooperative organization between Canada and the United States that manages the protection of lake and river systems along the border.

On March 27, 2012 Laura Andrews delivered a presentation at the Insight Nuclear Energy Forum 2012 in Toronto describing the Canadian licensing and consultation process, readiness of the regulatory framework, and the role of CNSC's Pre-Licensing Vendor Design Reviews. Ms. Andrews conveyed that there is a singular, flexible licensing process in Canada, regardless of reactor size.
The context of the forum was to discuss the future of nuclear energy in Canada with representation from a wide variety of stakeholders in the nuclear energy field including government, associations and institutes, vendors, utilities, financial and supporting industries as well as universities and environmental groups. Dr. Mihok delivered a presentation to the RIC entitled "Environmental Risk Assessments for Non-Human Species and Environmental Resources: The Canadian Experience ". The presentation addressed the CNSC's experiences in applying a holistic risk assessment framework to the protection of the environment against the effects of ionizing radiation.

On March 6, 2012, André Régimbald, Director General of the Directorate of Nuclear Substance Regulation, and Sylvain Faille, Director of the Transport Licensing and Strategic Support Division presented at the International Source Suppliers and Producers Association (ISSPA) Workshop in Bethesda, Maryland. The presentation provided an overview of recent updates to Canadian regulatory requirements and strategies with respect to the safe handling of radioactive sources.

On February 22, 2012, Dr. Patsy Thompson delivered a presentation entitled “Proposed Improvements to the Regulatory Framework for Environmental Protection” at the Canadian Nuclear Association Conference in Ottawa. In her presentation, Dr. Thompson outlined the principles and content of two new CNSC discussion papers currently out for consultation: “Protection of Groundwater at Nuclear Facilities in Canada” and “Process for Establishing Release Limits and Action Levels at Nuclear Facilities.”

On February 28, 2012 Henry Rabski, Director of the Operation Inspection Division, delivered a presentation in Vienna, Austria, at an IAEA meeting on the implementation of the Code of Conduct on the Safety and Security of Radioactive Sources. Mr. Rabski's presentation provided an update of the Canadian strategy pertaining to the management of orphaned sources, with emphasis on the key elements and actions taken by the CNSC.
