Discussion Papers

A part of the Canadian Nuclear Safety Commission's (CNSC) regulatory framework, Discussion Papers play an important role in the selection and development of future requirements or guidance tools.

At the CNSC, Discussion Papers may be used to disseminate scientific research or to solicit early comment on regulatory issues and potential CNSC policy or position. They are published to solicit comments from the public, our licensees and interested organizations. The feedback generated may also assist the CNSC in determining the most appropriate regulatory instrument, or mix of regulatory instruments, to address a given regulatory issue.

Discussion Papers will be made available for public comment in draft form for a specified period of time. At the end of the first comment period, CNSC staff review all public input. Public comments will be posted for feedback on the CNSC Web site for a second round of consultation.

A Consultation Report is then prepared by CNSC staff to summarize the feedback received and this report is made available to the Commission Tribunal for review, along with a recommendation by CNSC staff on the proposed direction forward.
