Memorandum of Understanding between the Ontario Ministry of Labour and the CNSC

On July 12, 2011, the Ontario Ministry of Labour (MoL) and the Canadian Nuclear Safety Commission (CNSC) signed a memorandum of understanding (MoU) related to workplace health and safety at Ontario’s three nuclear power plants. Both the federal and provincial government share responsibility for regulating workplace health and safety at the province’s Bruce, Darlington and Pickering power plants.  The CNSC oversees matters related to the Nuclear Safety and Control Act, including licensing and radiation exposure, while the Ontario Ministry of Labour is accountable for issues of occupational health and safety.

The MoU formally establishes the working relationship of the MoL and the CNSC, which includes:

• Support in fulfilling each of their respective mandates
• Training on their respective legislation and regulations
• The coordination of enforcement activities
• Opportunities for joint planning and consultation on policies and programs that may affect their respective mandates
• Facilitating entry into workplaces under joint jurisdiction
• Establishing mechanisms for sharing information, health and safety data and technical expertise
• Notifying one another of incidents at nuclear facilities involving worker health and safety that may impact each other’s legislative responsibilities and mandates.
