Regulatory action – AV Group NB Inc.

Under the Nuclear Safety and Control Act and associated regulations, various levels of regulatory action can be taken by the Canadian Nuclear Safety Commission (CNSC) to protect the health, safety and security of Canadians and the environment.

Order to AV Group NB Inc.

Today, the Canadian Nuclear Safety Commission (CNSC) announced that it had issued an order on January 25, 2017 to AV Group NB Inc., a pulp mill based in Nackawic, NB. The company currently holds a CNSC licence authorizing the possession, import, use, transfer and storage of fixed gauges.

The order was issued following a CNSC inspection at the company’s Nackawic location. The inspection identified non-compliances with regard to vessel entries. The inspection also found that not all workers involved in these activities had received adequate training on radiation safety, and that required records of vessel entries were not adequately available.

The order prohibits the licensee from performing any entries into vessels with radiation devices, until the licensee can demonstrate that they have compliant procedures in place that have been accepted by the CNSC. Further, the order prohibits the licensee from performing these tasks until all workers who perform vessel entries have received training on these procedures.

On April 3, 2017, the CNSC confirmed that AV Group NB Inc. had complied with all the terms and conditions of the order issued on January 25, 2017. The corrective measures implemented by the company were reviewed and found to be satisfactory.
